Friel Welch provides technical delivery and construction support from Stage 4 through to practical completion and beyond. We sit alongside the design team, contract administrator, and project manager to manage the technical issues that emerge during construction, from contractor queries and design changes to Building Control comments, warranty requirements, planning conditions, party wall matters, and third-party interfaces.
Our role is to maintain the technical thread between the approved design and the completed building, helping the project team protect design intent, manage compliance, and reduce the risk of avoidable variations, defects, disputes, and late-stage surprises.

This is not project management or contract administration
This service sits alongside project management and contract administration, but it performs a different role. The project manager manages the project. The contract administrator administers the contract. Friel Welch manages the technical continuity through construction.
We attend site, review RFIs and submittals, support the design team on technical decisions, and help the contract administrator understand the implications of changes, defects, and contractor proposals. We also support the technical coordination of Building Control comments, warranty requirements, planning conditions, statutory authority matters, party wall interfaces, and other third-party requirements.
Where a project already has a project manager and contract administrator in place, our role complements them. Where it does not, we advise on the appointments required rather than absorbing responsibilities that sit outside this service.
The Stage 4 to PC gap
Most projects leave Stage 4 with a coordinated design, but construction quickly introduces new pressure: contractor queries, submittals, site constraints, design changes, value engineering, Building Control comments, warranty requirements, and programme-driven decisions.
This is the point where design intent can quietly erode. Friel Welch is appointed to close that gap, providing technical continuity from Stage 4 through to practical completion. We attend site, review RFIs and submittals, coordinate technical responses, and maintain a clear record of what was decided, what changed, and what the implications were.

Supporting the design team through Stage 5
Many design teams are structured around design development and technical design, but construction creates a different workload. RFIs, submittals, contractor proposals, design changes, and site queries arrive in volume and often require fast, technically grounded responses.
Friel Welch provides additional technical capacity through Stage 5, working alongside the architect and wider design team to review information, coordinate responses, and protect the design intent through construction. The architect retains design leadership and the client relationship; we provide the technical support needed to keep the project moving without diluting the quality of the design.
Technical support through handover and the defects
Technical delivery does not end at practical completion. Handover information, Building Control close-out, warranty requirements, snagging, defects, and post-completion queries all need to be managed against the technical record of what was designed, approved, changed, and built.
Friel Welch supports the project team through handover and the defects period, helping to categorise issues, resolve technical queries, protect the warranty position, and maintain a clear record of decisions and responsibilities after completion.
